Guest registration - SES.HOSPEDAJES and RD 933/2021
Yes. Since 2 December 2024, guest details must be reported through SES.HOSPEDAJES, the interior ministry's portal under Royal Decree 933/2021. You send 18 data points for the lead guest plus the booking details. The duty reaches intermediaries between the accommodation and the end user - managing agencies included, not only the owner.
Why it catches agencies, not just owners
Here is the point most often missed: the rule reaches whoever acts as intermediary between the service provider and the end user. An agency managing the letting is inside the perimeter, even when the property belongs to someone else.
How it relates to the licence
Not directly at all, and that is the risk. They are two separate obligations with two separate sanctions regimes. A property can be perfectly registered with its region and still be in breach of the guest-reporting rules, or the reverse.
The annulment of the national rental register in May 2026 did not touch this duty.
