How to apply for a tourist licence in Andalusia
You file a responsible declaration (declaración responsable, a sworn statement) with the Registro de Turismo de Andalucía through the Junta's online portal, at no fee. Your registration number arrives on filing, and you may start letting straight away. But an inspection that later finds shortfalls can cancel it, so prepare the property first.
Get the property ready before you file
The declaration is a sworn statement that the property already meets the rules. So the real work happens before you touch the portal. Decree 28/2016 and Decree 31/2024 set the material requirements. The dwelling needs its occupancy licence (licencia de ocupación) or an equivalent title. It needs climate control for the season it is let in - cooling in summer, heating in winter.

- A community of owners whose statutes do not prohibit tourist letting
- Your details as owner or operator, and the property's identification
File the declaration with the Junta
You file the responsible declaration through the Junta's online portal. There is no fee. The registration number - VUT followed by the province code, in the style VUT/MA/102186 - arrives on filing, and the activity may start from that moment.
That speed is also the trap. Nobody checks the property before the number is issued. The check comes later, as an inspection. If it finds the declaration did not match reality, the registration is cancelled - and a false declaration keeps you out of the register for a year. From registration, the number must appear on every advert, on every portal.
Check your municipality first
Since 2024, municipalities can restrict where new tourist lets may open, and Decree-law 1/2025 confirmed that power. Málaga has already frozen new registrations in 43 neighbourhoods for three years. A declaration filed for a property in a frozen zone does not create a right to let it. So before you prepare anything, ask the town hall whether your address is still eligible.
After the number - keeping it
Once the number exists, the job changes. It is no longer about applying - it is about keeping the registration valid, because a cancellation shows up in the register before any letter reaches you.
